Standards 4 & 5:  LEADERSHIP AND GOVERNANCE, AND ADMINISTRATION (CHRP & Nursing in co-ordination with LCME Committee on Administration and Governance)


CHARGE
Committee 3 will build upon the work of the College of Medicine, LCME Committee on Leadership and Governance to compare and contrast the needs and preferences in leadership and governance among the Colleges and units within our campus. The committee will consider the policies and procedures that govern our campus and assess leadership roles and responsibilities in shaping the institutional mission, vision, goals and objectives. The following charge questions will be considered.

Describe the organizational structure of the Colleges of Health Related Professions and Nursing.

Is the governance structure appropriate for each of the Colleges? Does the governance structure facilitate fulfillment of College goals and objectives?

What is the impact of the recent appointment of new Deans for the College of Health Related Professions and Nursing on the respective Colleges?

Assess the roles of the department chairmen and associate deans in decision- making and overall impact.

Is there periodic assessment of the effectiveness of the institutional leadership (Dean, Associate Deans, Assistant Deans and Program Chairmen)?

To what extent does the governing body assist in generating resources?

To what extent do the College bylaws reflect the mission and goals of the Colleges? Do they provide an efficient process for implementing the goals and objectives of the diverse constituencies in the individual schools?

What mechanisms are in place to ensure effective interaction between the campus leadership and the Colleges of Nursing and Health Related Professions?

Do the College Deans have sufficient resources and authority to fulfill the responsibility of the management and evaluation of the respective curricula?

Do the College Deans take responsibility for encouraging and supporting the strategic planning, and mission review goals?

Does the administration reflect the professional credentials and qualities and skills necessary to carry out the goals of the institution?

Is there a well-defined system of collegial governance that outlines responsibilities of administration and faculty?

Does the chief academic officer have sufficient resources and authority to fulfill the responsibility for the management and evaluation of the curriculum?

What role does the governance structure play in the administrative functioning of the Downstate Medical Center. Is the governance structure appropriate for an institution of this size and characteristics? Describe any situations that require review by or approval of the school's governing board prior to taking action.

Evaluate the relationship of the University and clinical affiliates with respect to effectiveness of the interaction, shared vision and clinical education of students.

How does being a member of the State University of New York system affect our institution? What are the advantages and disadvantages of this relationship?

To what extent is student input sought and incorporated regarding decisions that affect their education?

Assess the relative roles of committees of the faculty, department heads, and medical school administrators in decision-making.

Assess the effectiveness of the methods used to communicate with the faculty. Do faculty perceive themselves to be well informed about important issues at the institution?

What methods could be used to improve communication between administration and faculty?

To what extend does the organizational structure and lines of authority reflect the current and emerging needs of Downstate Medical Center?

How are the administrative structure, services, leadership and management evaluated?
